Law degree from the Universidad Autónoma de Madrid (2001). Master in Cooperation for Development and Humanitarian Aid at the University of Comillas. Officer of the Higher Body of Civil Administrators of the State. He is currently pursuing a Master in Leadership and Public Administration at INAP and the Universidad Internacional Menéndez Pelayo. Since 2008 he holds the position of deputy director general for Equality and Non-Discrimination at the Ministry of Health, Social Services and Equality. He has focused on the development of public policy in promoting and implementing the principle of equality, as well as combating all forms of discrimination. He has worked actively in the environment of the European Union and other international organizations, where he has been involved with various formal and informal networks specializing in this area. He has coordinated several projects focused on implementing the principle of equality and non-discrimination in various areas (awareness, training, and implementing public policy). He has gained extensive knowledge and experience in these matters. Previously, he was Head of the Department of Rights and Freedoms of Foreigners in the Ministry of Labour and Immigration (2007-2008) and Head of Cooperation with the Philippines in the Spanish Agency for Cooperation and Development. He has been a member of the faculty, board of governors and councils of the department of public and private law at the Universidad Autónoma de Madrid. He has teaching experience in the field of public administration and specialized university courses. He has published scholarly articles in the fields of equality and non-discrimination.
