Law degree from the University of Zaragoza in 1988.
-Career prosecutor since 1992, he has served in the following specialized capacities:

  • Juvenile prosecutor
  • Prison supervision prosecutor
  • Labor claims prosecutor
  • Organized crime and drug enforcement prosecutor
  • Since October 2009, prosecutor for the Hate Crimes and Discrimination Service of the Provincial Prosecutor of Barcelona.

-Professor of criminal and procedural law at the Institute of Public Safety in Catalonia between 1998 and 2003 and coordinator of the criminal and procedural law division of the Department of Continuing Education at the Institute of Public Security of Catalonia from 2001 to 2003.

-Member of an expert group for drafting a comprehensive bill for equal treatment and against discrimination. Directorate General against Discrimination. Ministry of Equality (2008 to 2010).

-Researcher in the STOP HATE CRIMES project under the sponsorship of the Department of Justice of the European Commission, with which the Progressive Union of Prosecutors, the Police Academy of Finland, the Association of Victim Support and the Movement Against Intolerance are involved.

-Observer appointed by the Attorney General of the State to the Expert Workshop on “Prohibition of Incitement to National, Racial or Religious Hatred,” organized by the Office of the UN High Commissioner for Human Rights, United Nations, Vienna 9 and 10 February 2011.

-Representative appointed by the Attorney General of the State to a meeting for the development of a “Prosecutor’s Guide to prosecuting hate crimes”, organized by the OSCE (Organization for Security and Cooperation in Europe), Vienna 7 and 8 March, 2011.

-Expert consultant appointed by the Attorney General’s Office at the request of the Ministry of Labor and Immigration in the preparation of a draft project on “National and Comprehensive Strategy against Racism and Xenophobia” within the Plan of the Government of the Nation on Human Rights, September 2011.

-Expert consultant appointed by the Attorney General of the state at a meeting in Brussels on January 31 at the European Commission’s Directorate General for Justice for follow-up on the transposition of the 2008/913/JHA framework decision on combating certain forms of racism and xenophobia through criminal law.

-Expert contributor to the European FIRIR project for training police forces in the identification and recording of racist incidents of OBERAXE (Spanish Observatory on Racism and Xenophobia), Ministry of Employment and Social Security , 2012

-Expert appointed by the Attorney General of the State at the annual meeting of the Fundamental Rights Agency of the European Union, held in Vilnius (Lithuania) in November 2013 on the occasion of the Lithuanian presidency of the EU and where the Hate Crime and Discrimination Service of the Provincial Prosecutor of Barcelona was named “example of good European practice”.

-Author of several publications on hate crimes and discrimination.
